Families Get the Support that they Need
Family Savings Account ProgramThe Family Savings Account Program (FSA) is an
asset-building tool that changes dreams to reality. It resulted from legislation
signed by Governor Ridge in June 1997. The goal of the program is to
encourage people with low-to-moderate incomes to save money and to move
towards greater economic self-sufficiency. As a part of the program,
financial literacy workshops are given as a tool to help individuals reach
their savings goals. FSA is an asset-building program, and the money saved
must be used towards the purchase of a home, starting a business, financing
home repairs, or educational expenses. There must be close and detailed
follow-up case management with clients to run a successful program. Garfield Family Support CenterGJA implemented the Garfield Family Support Center
plan. The Allegheny County Department of Human Services awarded GJA the
contract. The Scaife Foundation and the Housing Authority of the City of
Pittsburgh was instrumental in providing funding for the planning of the
center. The Family Support Center provides educational, parenting, health and
nutrition education, early childhood screening, employment training and
career assistance to parents who have children 0 to 5 years of age. The
Family Support Center is located at GJA, 5138 Penn Ave. at Evaline Street, as
well as at a satellite center at 5341 Fern Street, in Garfield Heights. It is
a parent-driven organization, and has a 17-member parent Advisory Council
that meets monthly and provides leadership and oversight. Community OrganizingGarfield Jubilee Association, Inc. helps members
of the community empower themselves by organizing and conducting meetings,
engaging new members of the community, and developing new leaders in the
revitalization efforts in Garfield. Community organizing was implemented for
the Garfield HOPE VI planning, the Garfield Family Support Center, the
replacement housing for seniors who live in the Garfield Heights High-Rise,
and the Master Planning for senior and market rate housing, commercial and
retail space, and public community space around the Eat-n-Park site on Penn
Avenue. TANF Client SupportGarfield Jubilee Association, inc. received a
grant from the Department of Welfare-Community Connections Program to provide
case management to 250 TANF clients who are in danger of losing their
benefits. GJA encourages clients to keep appointments with their DPW Case
Managers to explore employment and training opportunities or enroll into the
Maximizing Participation Project (MPP). GJA is a contractor for 4 District
Offices: Northern, Eastern, Susquehanna and Liberty. From September 1, 2001
to December 31, 2001, sixty clients were referred to the program. |
